That number is the trap.<\/p>\n\n\n\n<p>What you actually pay stacks three things on top of each other: the exchange rate at the exact moment you hand over cash, whether you&#8217;re buying from a licensed carrier store or a reseller near the airport, and how that carrier prices a tourist who can&#8217;t produce a local tax ID. Get any one of those wrong, and a \u201c$3 SIM\u201d quietly becomes a $25 one.<\/p>\n\n\n\n<p>This guide breaks down where that gap actually comes from, country by country, and gives you a fast way to check you aren&#8217;t being overcharged before you hand over cash.<\/p>\n\n\n    <nav id=\"dynamic-toc\" class=\"dynamic-toc\" aria-label=\"Table of Contents\">\n        <strong>Table of Contents<\/strong>\n        <ol id=\"toc-list\"><\/ol>\n    <\/nav>\n    \n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-cheap-sim-reputation-is-out-of-date\">The \u201cCheap SIM\u201d Reputation Is Out of Date<\/h2>\n\n\n\n<p>Argentina used to be the textbook case. For years, a wide gap sat between the official exchange rate and the informal \u201cblue dollar\u201d rate, and anyone paying in cash dollars got local prices at a steep discount. That gap has mostly closed. Since currency controls were lifted in April 2025, the official, MEP, and blue-dollar rates have converged to within a few percentage points of each other, trading around 1,430\u20131,530 pesos per dollar through mid-2026, according to <a href=\"https:\/\/www.riotimesonline.com\/argentina-economy-2026-milei-guide\/\">Rio Times Online<\/a>.<\/p>\n\n\n\n<p>That means the built-in \u201cbackpacker discount\u201d on Argentine SIM cards is gone. Prices in pesos now track much closer to their true dollar value. And with <a href=\"https:\/\/mapandcamera.com\/money-in-argentina\/\">inflation still running near 33% a year<\/a>, a peso price you saw on a carrier&#8217;s website last month may already be wrong by the time you land.<\/p>\n\n\n\n<p>Brazil has a different problem. Prices in reais are more stable. Access is not.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-three-prices-you-re-actually-charged\">The Three Prices You&#8217;re Actually Charged<\/h2>\n\n\n\n<p>Every SIM purchase abroad has three layers, and vendors profit from the gaps between them.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The sticker price, quoted in local currency at the counter.<\/li>\n\n\n\n<li>The exchange rate used to convert that price back into your currency \u2014 and there isn&#8217;t just one. Argentina alone has an official bank rate, a card-network (MEP) rate, and a cash rate, and they can differ by several percent depending on how you pay.<\/li>\n\n\n\n<li>The markup a reseller adds on top, dressed up as a \u201cservice fee,\u201d \u201cSIM fee,\u201d or \u201cactivation fee\u201d that has nothing to do with the carrier&#8217;s real price.<\/li>\n<\/ul>\n\n\n\n<p>A street seller who quotes you a number in US dollars is usually doing the currency math for you \u2014 at whatever rate suits them. That&#8217;s the real reason \u201cjust pay in USD\u201d isn&#8217;t automatically the safe move in Lima, Rio, or Buenos Aires.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-why-street-vendors-exist-in-the-first-place\">Why Street Vendors Exist in the First Place<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-brazil\">Brazil<\/h3>\n\n\n\n<p>Street SIM resale isn&#8217;t random hustling. It exists because most South American telecom regulators legally require ID that tourists often can&#8217;t produce on the spot. Brazil is the clearest example. Prepaid SIMs are meant to be registered to a CPF, the national tax number every Brazilian holds, under a national registry that <a href=\"https:\/\/www.gov.br\/anatel\/pt-br\/dados\/utilidade-publica\/cadastro-pre-pago\">Anatel, Brazil&#8217;s telecom regulator, runs jointly with the carriers<\/a>. Foreigners can legally register with a passport instead, but only at an official carrier store, and only if the staff on duty know the procedure.<\/p>\n\n\n\n<p>That friction is exactly what creates a market for someone who already holds a registered SIM to resell one to you outside the terminal. The catch: you don&#8217;t actually know whose CPF that SIM sits under, or whether the carrier still considers it valid. A resold SIM can get suspended mid-trip with no recourse, because it was never legitimately yours to activate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-colombia\">Colombia<\/h3>\n\n\n\n<p>Colombia&#8217;s regulator has gone further and named the problem directly. Its <a href=\"https:\/\/normograma.mintic.gov.co\/mintic\/compilacion\/docs\/resolucion_crc_7684_2025.htm\">2025 rule on prepaid SIM registration<\/a> explicitly bars carriers from registering someone as the owner of a SIM if that person bought it to resell to a third party \u2014 an official acknowledgment that reseller-registered SIMs are a known workaround, not a fringe rumor.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-peru\">Peru<\/h3>\n\n\n\n<p>Peru has taken the strictest line of all. Since November 2025, <a href=\"https:\/\/www.osiptel.gob.pe\/media\/aixhvmjg\/resol135-2025-cd.pdf\">OSIPTEL&#8217;s Resolution 116-2025-CD, later updated by Resolution 135-2025-CD<\/a>, requires foreign nationals to buy a mobile line in person at an authorized carrier center and pass biometric identity verification against Peru&#8217;s immigration database. In plain terms: a street seller in Lima legally cannot activate a new line for you at all, which is exactly why unofficial \u201coffices\u201d near tourist areas exist \u2014 and why one traveler on Fodor&#8217;s travel forums <a href=\"https:\/\/www.fodors.com\/community\/south-america\/buying-a-local-sim-card-in-lima-peru-or-anywhere-1726880\/\">reported being charged $20<\/a> for a Claro service that should have cost a fraction of that, with no receipt offered until it was too late to dispute.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-chile\">Chile<\/h3>\n\n\n\n<p>Chile just closed the same gap. As of <a href=\"https:\/\/www.subtel.gob.cl\/fin-a-los-numeros-anonimos-entra-en-vigencia-el-registro-obligatorio-de-telefonos-prepago\/\">Subtel&#8217;s rule that took effect on August 20, 2026<\/a>, every prepaid number, including ones already active, must be linked to an identity document or passport, or the line loses the ability to top up.
