Here’s Why (and the Fix)

The short answer

Yes, a VPN can block eSIM activation. But it can only interfere with two of the three steps that make an eSIM work.

A VPN can interrupt the profile download from your provider’s server. It can also stop data flowing once the eSIM connects. It cannot stop your phone from finding a signal.

So the fix is simple. Turn off every VPN layer, including the hidden ones. Install and connect the eSIM. Confirm data loads. Then switch the VPN back on.

The rest of this guide shows you how to tell which step failed. That matters, because it tells you whether the VPN is really to blame.

        Table of Contents

Why “just turn off your VPN” often doesn’t work

Nearly every troubleshooting guide says the same thing: disable your VPN. It’s good advice, but it misses three things that trip people up.

The VPN you switched off may not be the only one. iCloud Private Relay, Private DNS and some ad blockers behave like VPNs.

“Off” isn’t always off. Some apps reconnect automatically on a new network. Android can also block all traffic when the VPN drops.

Sometimes the VPN isn’t the problem at all. If you have no signal bars, no VPN setting will fix it.

Understanding the three stages below saves you from blaming the wrong thing.

The three handshakes behind every eSIM activation

Activating an eSIM isn’t one event. It’s three separate conversations, and each one can fail on its own.

1. The download. Your phone contacts the provider’s remote provisioning server, known as the SM-DP+. It pulls down an encrypted eSIM profile over the internet. This process follows a standard set by the GSMA, the global mobile industry body.

2. The network attach. Once installed, the eSIM’s radio registers with a local mobile tower. This happens below the internet layer. Your VPN is not involved here.

3. The first data session. The local network hands your phone an IP address. If a VPN is set to run, it now tries to build its tunnel over this brand-new connection.

Stage

What you see when it fails

Can a VPN cause it?

First thing to try

1. Then jump to the right section.

Stage 1: How a VPN breaks the eSIM download

The download uses a tightly secured connection. Your phone and the SM-DP+ server authenticate each other with certificates. Anything that meddles with that exchange can kill it.

Here’s how VPNs and similar tools get in the way:

Traffic inspection. Corporate VPNs and some security apps inspect encrypted traffic. They swap in their own certificates, and the provisioning server rejects the connection.

DNS filtering. Privacy and ad-blocking DNS services block domains they don’t recognise. A provisioning server can look like an unknown tracker.

Tunnel drops. Many VPNs hop servers or reconnect when the signal wobbles. If that happens mid-download, the install fails partway.

The error message rarely mentions a VPN. On iPhone you’ll usually see “Unable to Activate eSIM”. On Android it’s often “Can’t add eSIM” or a download that stalls.

The VPNs you forgot you had

This is where most failed fixes come from. You turned off the VPN app, but something else is still routing or filtering your traffic.

Check for these before you retry:

iCloud Private Relay (iPhone). It’s not called a VPN, but it relays Safari and DNS traffic. Apple explains how it works in its Private Relay support page.

Limit IP Address Tracking (iPhone). A per-network setting under Wi-Fi and mobile data options.

Private DNS (Android). If it’s set to a custom provider, switch it to Automatic or Off.

Ad blockers and firewalls that run as a “local VPN”. Look for a VPN key icon in the status bar.

Antivirus web protection. Many mobile security suites route traffic through their own filter.

Work profiles and MDM. Employer-managed phones may use per-app VPNs or block eSIM changes outright.

“Connect On Demand” rules. Some VPN apps turn themselves back on when you join a new network.

Where to check on iPhone: Settings > General > VPN & Device Management. Remove anything you don’t recognise or need.

Where to check on Android: Settings > Network & internet > VPN. Tap the gear next to each VPN. Google’s Android VPN help page shows the exact menus. Menu names vary by brand, so Samsung and Pixel will differ slightly.

Stage 2: When the VPN is innocent

If your eSIM installed fine but shows “No Service”, stop troubleshooting the VPN. Registering with a tower is a radio process. A VPN has no say in it.

The usual culprits here are simpler:

You haven’t arrived at the destination yet.

Data roaming is off on the travel eSIM line.

The eSIM line is switched off, or isn’t set as your mobile data line.

Your phone is carrier-locked.

Your phone is clinging to a network your plan doesn’t support.

Toggling airplane mode for 30 seconds often forces a fresh search. You can also choose a network manually.

If you’re unsure which networks your plan uses, our guide to single-network vs multi-network eSIMs explains why it matters. If your home SIM keeps grabbing the signal, read why your phone still roams with a travel eSIM installed.

Stage 3: The kill-switch trap

This one catches experienced travellers. You land, the eSIM connects, and you see full bars. But nothing loads, and there’s no error.

Here’s what’s happening. Your VPN has a kill switch, or Android’s “Block connections without VPN” is on. Both are designed to stop all traffic whenever the tunnel is down.

On a brand-new mobile connection, the tunnel may not form straight away. Some local networks slow or block certain VPN protocols. So the kill switch holds everything back, and your eSIM looks broken.

The fix:

Turn off the kill switch, or the always-on setting, in your VPN app or phone settings.

Load a web page to confirm the eSIM has data.

Turn the VPN back on and test again.

If it fails now, the VPN is the problem. Try a different server or protocol, such as switching between WireGuard and IKEv2.

An installed eSIM and a working eSIM aren’t the same thing. We cover that gap in more detail in why ride-hailing apps need an active eSIM connection.

The 7-step fix, in the right order

Order matters here. Doing these out of sequence is how people burn a single-use activation code.

Don’t delete the eSIM. First check whether it installed anyway. On iPhone, go to Settings > Cellular (or Mobile Service). On Android, check Settings > Network & internet > SIMs. Many activation codes only work once.

Switch off every VPN layer. That means the VPN app, Private Relay, Private DNS and any ad blocker or security filter. Disable auto-connect and always-on too, not just the current session.

Use stable, open Wi-Fi. Avoid hotel or airport networks with a login page. Those portals can silently block the provisioning server.

Restart your phone. This clears any VPN process still running in the background.

Install the eSIM. If scanning the QR code hangs, enter the SM-DP+ address and activation code manually instead.

Connect at your destination. Turn on the eSIM line, enable data roaming on it, and set it as your mobile data line. Load a web page to test.

Only now, switch the VPN back on. Then test again. If data stops, the VPN server or protocol is the issue, not your eSIM.

Still stuck? Resetting network settings is the last resort. It won’t remove your eSIM, but it does wipe saved Wi-Fi passwords and VPN configurations. Before you do that, contact your eSIM provider’s support with a screenshot of your VPN settings.

Can you use a VPN with a travel eSIM?

Absolutely. Once the eSIM is active, a VPN works over it like any other mobile connection. Most activation problems happen in the first few minutes, not afterwards.

A few habits make life easier:

Install before you fly, connect after you land. Keep the VPN off for both moments.

Pick a nearby VPN server. Routing through a distant country adds lag and burns a little extra data.

Watch your data allowance. Encryption adds a small overhead to every connection.

Check how your plan routes traffic. Some travel eSIMs route data through gateways outside the destination country. That can change whether you need a VPN at all, especially on a China mainland eSIM plan. Check your plan details before relying on it, and follow local laws.

If you’re weighing a provider that bundles a VPN with its data, our comparison of BazTel vs Saily looks at whether that bundle is worth paying for.

VPN and eSIM: myth vs fact

Myth

Fact

A VPN can stop my eSIM finding a signal.

Signal is a radio process. A VPN can interrupt the eSIM profile download and block data on first connection. It can’t affect signal strength or network registration. Turn it off during setup, then back on once data works.

Do I need to turn off iCloud Private Relay to install an eSIM?

It’s a good idea. Private Relay routes some of your traffic through Apple’s relay servers. Switch it off during installation, then back on afterwards.

Why does my eSIM show full bars but no internet?

The most common cause is a VPN kill switch or Android’s “Block connections without VPN” setting. Data roaming being off on the eSIM line is the other big one. Check both.

Will resetting network settings delete my eSIM?

No. It removes saved Wi-Fi networks, Bluetooth pairings and VPN configurations. Your eSIM profile stays on the phone.

Can my work phone’s VPN block a travel eSIM?

Yes. Employer-managed phones often use device management profiles that inspect traffic or restrict eSIM changes. Ask your IT team before you travel.

Should I turn my VPN back on after activation?

Yes, if you use one. Turn it on after the eSIM is connected and tested. If data stops, try a different server or protocol.

The bottom line

A VPN rarely breaks an eSIM. It just gets in the way at the two moments that need a clean internet connection. Clear every VPN layer for those few minutes, and the problem usually disappears.

Setup also goes smoother when there are fewer moving parts. BazTel eSIMs install with one tap, with no QR code to scan. The VPN rule still applies, though. Keep it off until you’re connected.

Want a low-stakes test run before your next trip?
