Rivals had to match prices they could not afford. Within three years, a market of 13 mobile operators shrank to three private players and one state carrier. Data prices fell by about 96%, and usage exploded. Today Jio and Airtel hold roughly 77% of all mobile connections, and prices are rising again. Jio’s IPO opens on 21 October 2026, which closes the loop on a decade-long strategy.

Key takeaways

Data got radically cheaper. The average price of 1GB fell from about ₹269 in 2014 to around ₹10 by 2023.

The market collapsed into a near-duopoly. Jio (39.3%) and Airtel (38.0%) now dominate. Free data arrived, prices crashed, and a billion Indians went online. That part is true.

But I spent years in investment analytics before founding BazTel. When I look at this story, I see something different. I see a capital structure contest that happened to use price as its weapon.

The question was never “who can charge the least?” It was “who can survive charging the least for the longest?” Once you frame it that way, the outcome looks almost inevitable.

So instead of a simple timeline, I’ve split the decade into four phases. Each one changed what Indian mobile users paid and which networks they could choose from.

Phase 1: The subsidy (September 2016 to March 2017)

Before Jio, India’s mobile market was crowded. In the first half of 2016, 13 operators shared around one billion connections.

Jio switched on commercial 4G in September 2016 with a welcome offer that made calls and data free. It did not charge for services until April 2017. Rivals called it predatory. Customers called it a gift.

The sign-up rate was staggering. According to TeleGeography, Jio passed 70 million subscribers by the end of 2016. It reached about 108 million by 31 March 2017.

What made this possible: Jio was a 4G-only network with no old 2G system to maintain. It was also backed by Reliance Industries, one of India’s largest conglomerates. That parent could fund losses that would have sunk a standalone telco.

Phase 2: The attrition (2017 to 2019)

Incumbents had two bad options. They could cut prices and bleed cash, or hold prices and bleed customers. Most did both.

Industry revenue fell sharply. TeleGeography reported that sector turnover dropped by roughly ₹100 billion between June 2016 and March 2017. Margins vanished while spectrum and network costs kept rising.

The debt numbers tell the real story. A Credit Suisse analysis, cited by Indian Infrastructure, found that over 55% of the sector’s long-term debt sat with companies earning less than their interest bills. That vulnerable debt was estimated at ₹1.5 trillion.

When a company cannot cover its interest, it has three choices: merge, sell or fail. India’s telcos tried all three:

Merged: Vodafone India and Idea Cellular combined to form Vodafone Idea (Vi).

Sold: Airtel absorbed Telenor India and Tata Teleservices’ mobile business.

Failed: Reliance Communications and Aircel went into insolvency.

These outcomes are summarised well by Madras Courier. Within about three years, the crowded field had become a four-player market.

Phase 3: The correction (2019 to 2024)

By 2019, India had the cheapest mobile data in the world. Cable.co.uk’s study put the average price at $0.26 per GB, against $6.66 in the UK and $12.37 in the US.

Then a court ruling forced the pricing reset. In October 2019, the Supreme Court sided with the government on how to calculate adjusted gross revenue (AGR). That ruling exposed incumbents to roughly ₹92,641 crore in licence fee dues, as The Wire reported. Airtel and Vi posted massive quarterly losses.

Within weeks, all three private operators raised tariffs. Airtel and Vi announced increases of 15% to 40% from December 2019.

Here’s a detail most articles skip. Shortly afterwards, all three operators asked the regulator to set a minimum price for data. Vi proposed ₹35 per GB, Airtel ₹30 and Jio ₹20, according to The Quint. The Competition Commission of India pushed back, calling price floors a regressive step. The disruptor was now asking for a safety net.

A second round of hikes came in late 2021, when Jio raised prepaid prices by up to 21%.

Phase 4: The monetisation (2024 to now)

The biggest tariff hike arrived in July 2024. Jio moved first, raising tariffs by 12% to 27%. Airtel followed with 10% to 21%, and Vi with a similar range, as Gulf News reported. Jio’s entry plan went from ₹155 to ₹189.

Notice who led. In 2016, Jio forced prices down. In 2024, it went first in pushing them up. That shift tells you the war is over.

Since then, operators have quietly removed their cheapest plans. Mint reported in 2025 that Jio and Airtel had cut their lowest pricing tier to lift average revenue per user (ARPU). Airtel has also raised postpaid prices from October 2026.

ARPU is now climbing steadily:

Metric

Jio

Airtel

ARPU, Jan–Mar 2024 (before hike)

₹182

₹209

ARPU, Jul–Sep 2025 (Q2 FY26)

₹211.4

₹256

Wireless market share, Aug 2026

39.31%

38.01%

Wireless subscribers, Aug 2026

508.43 million

491.60 million

Sources: Gulf News/Reuters, Voice&Data, TelecomTalk, Angel One citing TRAI.

Airtel has said publicly that ARPU needs to exceed ₹300 for a healthy industry. Analysts at Morgan Stanley expect tariff rises of roughly 16% to 20% across plans. Few expect Jio to move before its listing is complete.

The cheap data paradox

This is the part I find most interesting as a finance person.

Indians pay more per month today than they did in 2019. Yet the price of each gigabyte remains among the lowest anywhere. Both statements are true at once.

The reason is bundling. Operators no longer sell data by the gigabyte. They sell a monthly bundle with a fixed daily allowance and unlimited calls. Usage keeps climbing inside the bundle, so the cost per GB stays tiny. Meanwhile, the bundle price itself keeps rising.

The scale of that usage growth is remarkable. India’s Department of Economic Affairs found that monthly data use per subscriber rose almost 300 times, from 61.7MB in March 2014 to 18.4GB by June 2023. Over the same period, the average price per GB fell from ₹269 to ₹10.1.

In plain terms, the Jio price war didn’t just lower India’s mobile data price per GB. It created a new habit. Once a billion people depend on mobile data daily, operators can raise bundle prices without losing many customers.

What India’s mobile market looks like in 2026

Here is the Indian telecom landscape a decade after Jio’s launch, based on TRAI data for July and August 2026:

Operator

Wireless market share

What it’s known for

Reliance Jio

~39.3%

Largest network, 5G at scale, home broadband via fixed wireless

Bharti Airtel

~38.0%

Highest ARPU, strong postpaid and metro base

Vodafone Idea (Vi)

~15.4%

Survivor of the merger, still rebuilding finances

BSNL

~7.2%

State-owned, slower 4G rollout

Sources: TelecomTalk, Angel One.

I ran a quick concentration check on these shares. Using the Herfindahl-Hirschman Index (HHI), a standard measure regulators use, India’s mobile market scores roughly 3,280. That is well above the level competition regulators treat as highly concentrated. Two companies now hold about 77 of every 100 mobile connections.

Vi’s position matters here. The government has become a major shareholder through converted dues, and it has signalled it won’t go beyond 49%. If Vi weakens further, India drifts closer to a true two-player market.

What the Jio IPO means for this story

Jio Platforms, the parent of Reliance Jio, filed its draft prospectus with SEBI on 19 June 2026. The subscription window is expected to run from 21 to 23 October 2026, with listing tentatively set for 28 October, per Groww. Reported issue sizes range from about ₹30,000 crore to ₹37,700 crore, which would make it India’s largest IPO.

The disclosed numbers show how far the strategy has come. 5paisa’s summary of the DRHP puts Jio Platforms’ FY26 revenue at about ₹1.47 lakh crore, with profit after tax of about ₹30,000 crore.

That’s the full arc. A decade ago, Jio gave the product away. Now it is asking public investors to value the market it reshaped.

For anyone watching from outside India, here’s what I’d track after the listing:

Timing of the next tariff hike. Public shareholders will want higher ARPU.

Vi’s funding and network spend. Its health decides whether India stays a three-player market.

Cheapest plan availability. Watch whether entry-level plans keep disappearing.

5G monetisation. Free 5G was the new weapon. Charging for it is the next lever.

What this means if you’re travelling to India

Cheap Indian tariffs are great for residents. Visitors face a different reality.

Every Indian SIM requires KYC verification. Foreign visitors typically need a passport, a valid Indian visa and a local address, with checks done in person. Some travel guides note that Jio and Vi don’t sell tourist SIMs at airport counters, which leaves Airtel as the main on-arrival option. Even Airtel’s local eSIM still needs the same in-person KYC.

For short trips, many travellers skip the counter and use a travel eSIM instead. You install it before you fly, keep your home number active for bank OTPs, and connect when you land. If that suits your trip, you can compare BazTel’s India eSIM plans. Installation is one tap, with no QR code to scan.

If you’re staying more than a month, a local SIM usually works out cheaper. That’s the price war’s legacy in action.

Frequently asked questions

What was the Jio price war?

The Jio price war began in September 2016, when Reliance Jio launched with free 4G data and calls. Competitors cut prices to keep customers, which wiped out profits across the industry and triggered mergers and bankruptcies.

How much did mobile data prices fall in India after Jio?

The average price of 1GB fell from about ₹269 in 2014 to around ₹10 by 2023, a drop of roughly 96%. In 2019, India had the world’s cheapest mobile data at about $0.26 per GB.

Which telecom companies shut down because of Jio?

Reliance Communications and Aircel went into insolvency. Vodafone India and Idea Cellular merged to form Vodafone Idea.

Who has the largest market share in India’s mobile market in 2026?

Reliance Jio leads with about 39.3% of wireless subscribers, followed closely by Bharti Airtel at around 38.0%. Vodafone Idea holds about 15.4% and BSNL about 7.2%.

Are Jio and Airtel prices going up in 2026?

Airtel raised postpaid prices in October 2026. Analysts widely expect broader prepaid hikes of roughly 12% to 20% after Jio’s IPO, though no operator has confirmed dates.

Can foreign tourists buy a Jio SIM in India?

Foreigners can get Indian SIMs with a passport and valid visa, but the process involves in-person KYC.
